Ark mods wont download [2020]

I've deleted my whole ARK folder and reinstalled the game and resubbed to the mods but they won't download. When I start up the game it just shows that it's installing the mods and waiting for Steam to download them, but Steam isn't downloading it. Did you try deleting Steam's download cache?
